Oil Leak

Goodness sakes!  It took over 5 weeks to fill a hole with dirt and concrete to stop a leak (or is it stopped yet?).  Can someone please explain why it took so long? 

I just have a problem when the oil producers pay these supposedly exceptionally intellegent people huge sums of money and they cannot control a busted pipe.  Someone is thinking way below their pay grade!
